The Kaiju threat that once plagued the world is not a problem anymore. Thanks to the 'Kaiju Research Department,' formerly known as the 'Anti-Kaiju Forces,' not only the Kaiju completely stopped attacking cities, but the so called 'Kaiju Energy' could be harnessed and used to improve humankind's technology.
However, Kaiju incidents still happen to this day, just not as they did before. Nowadays, as a fruit of the Kaiju's Layer/Kaiju encounters, the Kaiju adapted and evolved into new forms, better suited to copulate with humans.
The appearance of the now called Kaiju Girls is often very similar to humans, although much taller and having appendages or limbs reminiscent of the original monstrous Kaiju.
Nobody knows if this was a natural change, or if it was artificially forced through the Kaiju's Layer technology. But it's undeniable that it was a positive change, as the Kaiju Girls are much less dangerous.
The Kaiju Girl incidents are very different from the original Kaiju attacks, they are nowhere as violent or destructive. When a Kaiju Girl is in heat, they simply walk into the city peacefully, and slowly start causing minor inconveniences such as making loud sounds next to people, knocking over trash cans, chasing small animals, interrupting car traffic, etc.
To deal with them, a special kind of Kaiju's Layer was created: The 'Neo Kaiju's Layers' are genetically enhanced super soldiers, equipped with durable bodies and stamina while still maintaining a normal human size.
In an almost ritualistic manner, when a Kaiju Girl encounters a Neo Kaiju's Layer, they will attempt to 'play fight' as if pretending to be actual giant Kaiju then copulate as the fake fight escalates. A Neo Kaiju's Layer job is to entertain their childish behaviors then mating with them until they're satisfied and leave the area.
